东盟经济共同体的建设对CAFTA升级的影响和挑战

摘　　要：在对东盟自由贸易区发展为东盟经济共同体进行过程分析的基础上,从CAFTA的目标出发,详细分析了东盟经济共同体的建设对CAFTA升级的影响和挑战。本文认为:东盟经济共同体的建设为CAFTA的升级带来了正的贸易溢出和投资溢出效应,为RCEP的发展带来了正溢出效应;在产生以上影响的同时,东盟经济共同体的建设也分别在AEC贸易自由度的提升、劳动力成本优势以及部分熟练劳工的自由流动这三个方面给CAFTA的升级带来了一定程度的挑战。The ASEAN Economic Community(AEC)has greatly influenced and challenged the upgrade of China-ASEAN Free Trade Area(CAFTA)in accordance with its 2025 blueprint.This paper first explains the development process of ASEAN Free Trade Area into ASEAN Economic Community and the similarities and differences between the two.Then,starting from the goal of CAFTA upgrade,this paper analyzes in detail the impact and challeng⁃es of the construction of ASEAN Economic Community on CAFTA upgrade.This paper holds that the construction of ASEAN Economic Community has brought positive trade and investment spillover effects to the upgrade of CAFTA,as well as a positive spillover effect to the progress of RCEP,one of the CAFTA upgrade goals.In addition to the above influences,the construction of ASEAN Economic Community also poses challenges to the upgrade of CAFTA in three aspects,namely the improvement of AEC trade freedom,labor cost advantage and the free movement of some skilled workers.
