新时代中国边境守土护边问题及其治理

摘　　要：边境守土护边是指国家政权利用各种资源阻止和防御来自于边界内外的各种力量对国家边界线、界标、界线标志物、边界通视道、边防基础设施和两国边界中国一侧的领土(包括地表和地底)的威胁、破坏和侵犯,其实质是维护国家领土主权安全。在守土护边过程中,因为国家、边民和邻国多重因素的影响,导致守土护边问题频现并日趋严重,最终危及国家领土主权安全和国家治理效能。基于守土护边问题的严重性、复杂性和特殊性,这就需要从国家这一最大责任主体出发,建构能激活并强化边民守土护边功能的机制以及智慧防线体系,加强与邻国治边协同性的同时注重自身安全边界的建构。Soil protection and border protection refer to the use of various resources by the state’s political power to prevent and defend various forces from inside and outside the border against the country’s 22,000 km border line, landmarks, boundary markers, border sights, border defense infrastructure, and the two threat, destruction and infringement of the territory(including the surface and the ground) on the Chinese side of the national border is essentially to safeguard the national territorial sovereignty and security. However, in the process of defending the soil and protecting the border, due to the multiple factors of the state, border people and neighboring countries, the problem of retaining the soil and protecting the border is frequent and increasingly serious, and ultimately and directly endangers the national territorial security and national governance effectiveness. Because of the seriousness, complexity, and particularity of the issue of protecting the soil and protecting the border, it is necessary to start from the country with the largest responsibility and build a mechanism that activates and strengthens the function of protecting the soil and protecting the border and the construction of a smart line of defense system. In addition, while strengthening the coordination with neighboring countries, we also pay attention to the construction of our own security boundary.
