互联网使用是否给政府公共关系带来挑战?——基于政府绩效评价和非制度化参与视角

摘　　要：随着信息通信技术(ICTs)对经济、社会和政治各个领域影响的不断加深,互联网已然成为政府塑造和影响公共关系的重要媒介。作为信息传播、互动表达和公共参与的平台,互联网在深刻影响着人们的政治参与形式和话语表达方式的同时,也给政府公共关系带来了机遇和挑战。本文立足于政府和公众两个视角,采用2015年中国社会状况综合调查数据,围绕政府绩效评价与公众非制度化参与,探讨了互联网使用对政府公共关系的影响。结果表明:互联网使用显著降低了政府的绩效评价;同时,由于互联网在公共领域和集体行动方面所发挥的助推作用,互联网使用也显著提高了公众非制度化参与的行为倾向。本文的政策启示是,互联网确实给政府公共关系带来了一定的挑战,在网络化治理过程中,建立合法有序的互联网平台、完善网络治理体系、提高公众政治参与的制度化能力、重塑政府和公众之间的良好关系是推动现代化治理、实现有效社会治理的重要途径。The impact of Information and Communications Technologies(ICT)expands almost every aspect of economic,social and political life.And internet,as a platform of information distribution,interaction and expression,public engagement,has become an important media for government to establish and cast influence on public relations.Internet has brought significant changes to the way of political engagements and discourse expressions of individuals.At the same time,it also poses both opportunities and challenges to government-public relations.Based on the the perspectives of the government and the public and by using data from CSS2015,this paper analyzes the impact of internet on government-public relationship by focusing on two aspects:government performance evaluation and public non-institutional participation.The results show that:Internet use is negatively related to the public evaluation of the government,indicating that the Internet has significantly increased the effective claims from public.Moreover,due to the role of the Internet in public domain and collective action,Internet use has also significantly increased public irrational behavioral tendency.The relevant policy implications of this paper are:Given that the Internet brings certain challenges to government-public relationship,improving Internet governance system by establishing an effective and legal internet platform,enhancing the public political engagement through system-oriented approach,and rebuilding the relationship between governments and public shall be the major approaches to drive modern governance and realize the effectiveness of social governance.
