新时代基层党组织政治建设的现实问题与推进路径——基于组织行为的分析视角

摘　　要：在新时代背景下,加强基层党组织政治建设对于全面从严治党和推动基层治理具有重要意义,有效地推进政治建设成为基层党组织的基本组织目标。组织行为理论从个体、群体和组织三维向度呈现了达成组织目标过程中的组织行为,为审视基层党组织政治建设提供了可行视角。基于组织行为的分析视角,基层党组织政治建设存在着正向行为动机弱化、群体绩效降低和组织管理失灵等现实问题。为推动基层党组织有效达成政治建设的组织目标,可以从引导党员正向心理补偿向度、完善多元化激励机制、消除少数党内腐败共同体、强化群体规范认同基础、提升基层党组织领导能力和强化组织文化的积极影响几个方面构建推进路径。Under the background of the New Era,strengthening the political construction of the Party at the grass-roots level is of great significance for comprehensively governing the Party with strict discipline and promoting the grass-roots level governance.Effectively promoting political construction has become the basic organizational goal of grass-roots party organizations.The theory of organizational behavior presents the organizational behavior in the process of achieving organizational goals from three dimensions of individual,group and organization,which provides a feasible perspective for examining the political construction of the Party at the grass-roots level.Based on the perspective of organizational behavior analysis,the political construction of the Party at the grass-roots level is obstructed by the weakening of positive behavioral motivation,the decline of group performance and the failure of organizational management.To promote grass-roots level of the Party organization effectively to achieve organizational goals of the construction of the political,we can construct the promotion path from the following aspects:leading Party members’positive psychological compensation target,improving the incentive mechanism,break the minority community of corruption within the party,strengthening the community standard identification basis,promoting grass-roots level of the Party organization’s leadership and strengthening organizational positive impact of culture.
