摘 要:在对雄安新区住房建设模式相关文献进行回顾的基础上,从拓宽普通租赁住房融资模式、与雄安新区住房供给体系指导思想契合度、提高租赁住房供给效率、发挥市场机制配置资源作用和实践可行性五个方面,论述了雄安新区普通租赁住房建设采用BOT模式的优势。探讨了雄安新区普通租赁住房建设BOT模式的运作机制。最后,从信贷融资、税收优惠和资产证券化三方面提出了促进雄安新区普通租赁住房BOT模式健康发展的政策支持建议。Based on the review of the relevant literature of housing construction mode in Xiongan New Area,this paper discusses the advantages of BOT financing mode in the construction of ordinary rental housing in Xiongan New Area from five aspects:broadening the financing mode of ordinary rental housing,meeting the guiding ideology of housing supply system in Xiongan New Area,improving the supply efficiency of rental housing,giving full play to the role of market mechanism in allocating resources and practicing feasibility Potential.This paper discusses the operation mechanism of BOT mode of general rental housing construction in Xiongan New Area and puts forward policy support suggestions from aspects of credit financing,tax preference and asset securitization to promote the healthy development of BOT mode of general rental housing in Xiongan New Area.
