摘　　要：随着城市化进程加快,城市结构日益复杂化,给城市管理带来了挑战。而现代信息技术与互联网思维的频繁互动与发展,又为城市管理模式的创新实践提供了新契机。本项目研究运用数字信息化技术,在传统城市管理模式的基础上进行延伸,将二者有机融合,进行监督管理流程再造,创新出新的城市管理技术,即网格化城市管理监督决策系统。以“统筹政府、社会、市民三大主体”为目的,创建一个容纳大数据的城市管理平台,结合城市部件、事件管理法,建设城市网格化管理监督决策服务系统,实现市区、城区、街道、社区和责任网格五级联动的监督管理模式,建立两个“轴心”城市管理体系,充分利用RS、GIS、GPS的“3S”技术、地理编码和移动信息等技术。With the acceleration of urbanization,the urban structure becomes more and more complex,which brings challenges to the urban management.The frequent interaction and development of modern information technology and Internet thinking provide a new opportunity for the innovative practice of urban management model.In this project,digital information technology is applied to extend the traditional urban management mode,and the two are organically integrated to carry out the supervision and management process reengineering,so as to innovate a new urban management technology,namely the grid urban management supervision and decision-making system.With"three main overall government,society and citizens"for the purpose,to create a city to accommodate large data management platform,combined with urban components,event management,supervision and decision service system construction of urban grid management,realize the city,city,streets,communities and responsibility grid category five linkage supervision and management mode,set up two"axis"city management system,make full use of RS,GIS,GPS"3 s"technology,geocoding and mobile information technology.
