摘 要:作为一种典型的次级劳动力市场,马路劳务市场满足了城市雇主的灵活用工需求,促进了农民工非正规就业,有利于城乡融合发展,但“有市无场”也带来了相应的城市治理难题和农民工就业问题,亟待推进治理。然而,作为治理的措施,专门为农民工设立的正规劳务市场提高了就业和雇工的门槛,忽视了“站街揽工”农民工群体的非正规就业需求,从而出现“有场无市”的运营困境。为此,充分尊重并有效促进农民工非正规就业,积极推进自上而下与自下而上相结合的治理模式,将有利于推动城乡劳动力市场整合与农民工就业的正规化。As a typical secondary labor market,the road labor market has met the needs of urban employers’flexible employment,and it is conducive to promoting the informal employment of peasant workers and the integration of urban and rural development,but it also has brought up the corresponding urban governance problems.However,the measure of governance increased the employment threshold for peasant workers and employers,due to the formal labor market,and ignored the informal employment needs of peasant workers,as a result,very few peasant workers look for jobs here.To this end,we should fully respect the informal employment needs of the peasant worker,and actively promote the top-down and bottom-up governance mode,which will be conducive to the integration of urban and rural labor market and the regularization of peasant workers’employment.
