摘 要:从中央政府和地方政府纵向权力配置的角度,对中央政府与地方政府在网约车发展过程中管制行为的演变进行分析,可发现二者在网约车管制过程中的利益动机差异,以及地方政府通过合谋行为有效规避中央政府政策指令的行动策略,进而可分析产生央地政策分化、网约车新政"落地难"等问题的原因和对策.即在"动机—规避—分化"的要素路径下,解析当前我国中央政府与地方政府的利益角色、行为选择和中央政府政策意图的消解过程.在此基础上,可分析出中央政府需从增加地方政府政策"软执行"的违约成本,加强部门垂直管理以及构建央地政府之间制度化的利益沟通渠道等层面推进重大改革的政策落地.This paper analyzed the evolvement of the regulatory behavior of the central government and local governments in the process of online car-hailing development.Through the angle of vertical power allocation between the central government and local governments,the paper explored the differences between the interest motivations of central government and local governments’online car-hailing control process,as well as the difficulties of implement of new policies which is due to the differentiation of central and local policies caused by the local government effectively evade the directives of central government action strategy through collusion behavior.Under the path of“motivation-evasion-differentiation”,this paper analyzed the current role of China’s central government and local governments in their interests,their choices of behavior and the process of resolving the central government’s policy intentions.On this basis,this paper put forward that the central government needs to implement the policy of promoting major reforms from the aspects of increasing the default cost of“soft execution”of local government policies,strengthening the vertical management of departments and establishing the institutional channels of interest communication between the Central Government.
