摘　　要：资金作为产业集聚区发展的经济保障和物质支撑,是集聚区发展的动力源泉。为保障产业集聚区资金需求,明确河南省产业集聚区投融资机制的发展现状和发展方向,根据相关部门公开数据并结合相关文献,对河南省产业集聚区投融资机制进行梳理和评述,总结国内比较先进的投融资机制。结果表明:河南省产业集聚区投融资机制经历了从政府投融资到产业集聚区融资平台公司投融资,再到市场化投融资的发展阶段,取得了一些成就。同时也暴露出投融资模式粗放、使用效率低下、考核指标单一、政府信贷风险过大等方面的问题。结合国内产业集聚区先进投融资机制经验,从专项债券模式、政府和社会资本合作模式、综合开发模式3个方面提出河南省产业集聚区投融资机制发展方向,为河南省产业集聚区长远发展提供思路和借鉴。Funds serve as the economic guarantee and material support for the development of industrial clusters,and are the source of power for the development of clusters.In order to ensure the capital demand of the industrial agglomeration zone,clarify the development status and development direction of the investment and financing mechanism of the industrial clusters in Henan Province,the investment and financing mechanism of the industrial agglomeration area in Henan Province was studied.The study found that the investment and financing mechanism of the industrial agglomeration area in Henan Province has gone from the government investment and financing to the investment and financing of companies in the industrial agglomeration area financing platform,and then to the market-oriented investment and financing,and has achieved some achievements.At the same time,it has exposed some problems,such as extensive investment and financing models,inefficient use,single assessment indicators,and excessive government credit risk.The innovation of the investment and financing mechanism of the industrial agglomeration zone in Henan Province was proposed from the three aspects of special bond model,government and social capital cooperation model,comprehensive development model,which provided ideas and reference for the long-term development of Henan industrial agglomeration zone.
