新体制下院校门诊部卫勤保障工作面临的问题及对策

摘　　要：在机关、院校门诊部转隶到联勤保障部队后原有卫勤保障模式被打破的现实情况下,针对面临的问题,提出在新形势下高质量完成各项卫勤保障任务的对策。鉴于医院和门诊部在工作性质、工作方法、管理方式等方面的不同,在加快院校门诊部与医院的相互融合基础上,于基层疾病预防、伴随卫勤保障、军事训练职业损伤防护等方面调研探讨新方式。在院校人员类别多、保障点分散、伴随卫勤保障任务重的情况下,通过切实努力,提高健康维护、疾病防治、伴随保障等能力,在保证调整改革期间工作不断线的基础上寻求卫勤保障工作质量的突破。新的卫勤保障主体努力适应联勤保障新机制,切实把握派驻门诊部的职能定位、任务特点和标准要求,确保服务质量,锻造过硬队伍。Under the realistic situation that the original medical service support mode has been broken after the organs and outpatient departments of colleges and schools are devolved to the joint logistic support force,in the light of faced problems,considering the countermeasures to complete each medical service support task with high quality under the new situation.In view of the differences in work nature,work methods and management methods between hospitals and outpatients departments,on the basis of accelerating the mutual integration of outpatients departments and hospitals in colleges and universities,a new way of investigation and discussion was proposed in the aspects of disease prevention at the grass-roots level,accompanying medical support and occupational injury prevention in military training.Under the circumstance that there were many types of personnel in colleges and schools,the support points were scattered,and accompanying medical service tasks were heavy,making great efforts to improve the ability of health maintenance,disease prevention,and accompanying support,and seeking for breakthroughs in the quality of medical service support on the basis of ensuring the continuous work during the adjustment and reform period.The new medical service support subject tries hard to adapt to the new joint logistic support mechanism,to grasp the functional positioning,task characteristics and standard requirements of the accredited outpatient departments,to ensure the quality of service and forge a qualified team.
