摘 要:科学测度城市流动人口贫困线是制定、修改城市扶贫相关政策的前提和基础,但目前学术界缺乏对城市流动人口贫困线测度的研究。根据城市流动人口权利贫困突出的特点,选取扩展性线性支出系统模型,从食品消费支出、医疗保健消费支出、教育支出、居住常规支出和租房支出等多维度测度城市流动人口相对贫困线,运用中国劳动力调查数据(CLDS)测算,结果显示我国城市贫困流动人口的年贫困线为8281元/年/人,月贫困线为690元/月/人,贫困率高达28.9%。要解决城市流动人口贫困问题,我们首先应加快制定城市贫困流动人口精准识别标准;其次,要优化城市贫困流动人口的权利交换环境,建立社会保护型城市流动人口社会保障体系;另外,不应仅仅从单独的个体城市层面去看待,更应从国家整体审视。Scientific measurement of the poverty line of urban floating population is the premise and basis for formulating and modifying the relevant policies of urban poverty alleviation.Up to now,however,there has been few research on this topic in academia.This paper,based on the characteristics of this group’s rights poverty,selects the extended linear expenditure system model to measure the relative poverty line of these urban dwellers from spending in food,health care,education,living routine and housing rental.The results,by employing CLDS,show that:the annual poverty line is 8281.350 RMB/person,the monthly line 690.113 RMB/person,and the poverty rate as high as 28.9%.To cope with that,we should first speed up the formulation of accurate identification standards;secondly,we should optimize the rights exchange environment and establish a social security system for social protection;finally,we should not only take the issue from a view of individual cities,but also from that of the whole country.
