摘　　要：为更清晰地界定引航员引航责任起止时间点,减少引航员的引航责任事故,分析与当前引航员责任相关的法律法规和最新研究成果,根据引航工作实践和法律法规要求,将引航作业工作分为3个不同阶段,深入研究各阶段的引航职责界限和引航员应完成的引航工作,重点分析若干特殊情况下的引航责任划分,提出在引航责任期间的安全建议。研究所得结论对引航员在实施引航作业期间降低引航责任风险和提高船舶航行安全具有重要意义。Clearly defining the duty during time point of a pilot in pilotage will avoid confusion in navigation operation and improve the safety.The pilotage regulations and laws and relevant researches are reviewed.The pilotage process is divided into three phases according to pilotage practice and pilot regulations.The boundaries and the necessary pilot jobs of different pilotage phrases are analyzed and the duty of a pilot in special circumstances is particularly clarified.Feasible suggestions for pilotage safety are put forward for reducing the risk of pilotage liability and improving navigation safety.
