公益林生态补偿与管护制度有效结合研究——以安徽省为例

摘　　要：公益林是我国重要的生态资源之一,在生物多样性、环境保护等方面具有重要的作用。随着经济的发展,公益林遭到了一定程度的破坏,公益林生态补偿制度应运而生,与此密切相关的是林农对公益林管护工作的成效。通过对安徽省公益林生态补偿与管护制度进行研究,找出公益林生态补偿制度与管护工作在结合中存在的问题,做到补偿标准与管护义务相结合、补偿方式与管护水平相结合、补偿金的发放与管护效果相结合,以期为全国公益林生态补偿与管护工作提供有效借鉴。Public welfare forest is one of the important ecological resources in China,which plays an important role in biodiversity and environmental protection.With the development of economy,the public welfare forest has been damaged to a certain extent,and the ecological compensation system of public welfare forest has come into being.Through the public welfare forest ecological compensation and the management system in anhui province was studied,find out the public welfare forest ecological compensation system and the problems existing in the management work in combination with,be combined with the obligation of the management compensation standards,compensation mode and the management level,the compensation issue with combined effect of the management,so as to the public welfare forest ecological compensation and provide effective reference for the management work.
