总体国家安全观下对海关杂草检疫监测工作的思考

摘　　要：在总体国家安全观下,生物安全是国家安全的重要组成部分,海关杂草检疫监测是构建国家生物安全屏障的重要基础。本文分析了海关杂草检疫监测的重要性以及目前海关杂草检疫监测中存在的实际问题,从一线监管实际出发提出了提高海关杂草检疫监测水平、培养检疫监测队伍、实现海关与企业密切配合形成综合监测网络的初步构想。In the view of overall national security,ecological security is an important part of national security,and customs weed quarantine monitoring is an important basis for building national ecological security barrier.This paper analyzed the importance of weed quarantine monitoring in the customs and the practical problems existing in the current weed quarantine monitoring in the customs.Based on the reality of the first-line supervision,it put forward the preliminary idea of improving the level of weed quarantine monitoring in the customs,training the quarantine monitoring team,and realizing the close cooperation between the customs and enterprises to form a comprehensive monitoring network.
