驾车冲撞类个人极端行为防控研究

摘　　要：近年来,国内外驾车冲撞类个人极端行为频发,对民众的伤害程度极大,而且易引发恐慌,部分事件具有一定的政治性和宗教性,具有恐怖主义事件性质。通过对全球恐怖主义研究数据库中近十年的驾车冲撞个人极端行为事件分析发现,驾车冲撞类恐怖袭击呈现高隐蔽性、高杀伤性及极易附带"剧场"效应等特点。"独狼"思想的影响,驾车冲撞袭击杀伤力大,袭击工具隐蔽性高,容易产生次生灾害等是此类袭击频发的重要原因。针对驾车冲撞的特点和高发原因,应当建设驾车冲撞情报交流平台,加强重点区域风险评估,建立重点目标预案,加强危险物品防控,加强保安反恐演练和民众安全教育,加强处置装备的研制,完善事后处置对策等,以有效处理此类极端行为,降低损失。In recent years, extreme behaviors of individuals driving and crashing at home and abroad have occurred frequently, causing a high degree of harm to the people and easily causing panic. Some incidents are of a certain political and religious nature and have the nature of terrorist incidents. Through the analysis of the extreme behavioral incidents of driving and crashing individuals in the global terrorism research database in the past ten years, it is found that driving and crashing terrorist attacks are characterized by high concealment, high lethality, and easy to attach "theater" effects.The impact of the "lone wolf" ideology, the impact of driving collision attacks is high, the concealment of attack tools is high, and secondary disasters are easy to occur. These are important reasons for the frequent occurrence of such attacks. In view of the characteristics of driving collisions and the reasons for the high incidence, it is necessary to build a driving collision information exchange platform, strengthen risk assessment in key areas, establish key target plans,strengthen prevention and control of dangerous goods, strengthen security counter-terrorism drills and public safety education, and strengthen the development and improvement of disposal equipment Afterwards, etc., to effectively deal with such extreme behavior and reduce losses.
