摘 要:基于容积率与俱乐部产品特征的相似性,引入布坎南俱乐部理论构建市场条件下容积率配置效率的理论模型,发现容积率的市场配置效率可达到帕累托最优。以济南市四个城区为例,研究容积率与市场法修正后住宅价格的关系,即容积率需求价格弹性问题,发现容积率行政管制配置方式存在效率损失。最后,得出提高城市住区容积率配置效率的启示,包括要进一步调整容积率供给侧结构、引入容积率指标交易和建立容积率评价制度等。Based on the similarity between plot ratio and club product characteristics,this paper introduces Buchanan club theory to build a theoretical model of plot ratio allocation efficiency under market conditions and finds that the market allocation efficiency of plot ratio can reach Pareto optimum.Takes four urban areas of Jinan as an example,studies the relationship between plot ratio and housing price after market method amendment.That is the elasticity of plot ratio demand price.At present,there is a loss of efficiency in the allocation of administrative regulation of plot ratio.Finally,obtains the inspiration of improving the allocation efficiency of the plot ratio of urban residential areas,such as further adjusting the supply side structure of the plot ratio,introducing the plot ratio index transaction and establishing the plot ratio evaluation system and so on.
