摘 要:日本PPP模式发源于英国PFI,通过制度嫁接和本土创新,形成了独具特色的日本PFI框架体系。文章指出,日本已经实施的666个PFI项目,主要为社会类基础设施领域,地域集中在东京、大阪等大城市圈,超过80%的项目由各级地方政府主导,项目广泛采用BTO方式,回报模式以政府付费的服务购买型为主。中日两国PPP模式在法规体系、管理机构、回报机制、运作方式和股权结构等方面存在明显差异。日本PFI项目成功率很高,中国应借鉴日本推行PFI模式的经验,注重PPP项目质量而非数量,依法依规执行PPP操作流程,将竞争性磋商优化方案融入公开招标环节,重视政府机构能力建设。The Japan's PPP model originated from PFI in the UK,evolving into a unique Japanese PFI framework through institutional grafting and local innovation.This paper points out that 666 PFI projects have been implemented in Japan,mainly in the social infrastructure,and the regions are concentrated in metropolitan areas such as Tokyo and Osaka.Over 80%of the projects were dominated by local governments.BTO was widely applied,and the revenue mainly came from the government.There are significant differences between China's PPP and Japan's PFI from the perspectives of the legal system,management organization,the return mechanism,the operation pattern and the equity structure.The success rate for Japanese PFI projects is high,hence China should learn from Japan's experience in implementing the PPP model,e.g.,more attention to the quality rather than the quantity,PPP process implementation according to the law and rule,incorporating competitive consultation and optimization schemes into public bidding,and emphasis on the capacity building of governmental institutions.
