摘　　要：基于对全国4省份24个村(社区)的实地调查,从四个维度分析了农村集体产权制度改革的实践探索。各地在落实改革工作部署和抓好改革重点任务两方面做足了文章。农村集体产权制度改革对农业高质量发展、农民获得感和幸福感提升、乡村治理体系升级、强化党的基层领导有突出作用。农村集体产权制度改革在赋予农民财产权利上具有开创性,在萌生农村新的组织形态上具有突破性,在巩固党的基层领导地位上具有关键性。深化农村集体产权制度改革,应严格落实中央推进农村集体产权制度改革的要求,妥善处理农村集体产权制度改革中的矛盾关系,关注农村集体产权制度改革的方向。Based on the investigation of 24 villages(communities)in 4 provinces,this paper analyzes the practical exploration of the reform of rural collective property rights system from four dimensions.All localities have done a good job in implementing the reform work deployment and focusing on the key tasks of reform.The reform of rural collective property right system plays an important role in the high-quality development of agriculture,the improvement of farmers’sense of gain and happiness,the upgrading of rural governance system and the strengthening of the CPC’s grassroots leadership.The reform of the rural collective property right system is groundbreaking in giving farmers property rights,breaking through in sprouting a new organizational form in the countryside,and crucial in consolidating the CPC’s leading position at the grass-roots level.To deepen the reform of rural collective property right system,we should strictly implement the requirements of the central government to promote the reform of rural collective property right system,properly handle the contradictions in the reform of rural collective property right system,and pay attention to the direction of the reform of rural collective property right system.
