高校治理结构探析——基于山东省属本科院校章程的文本分析

摘　　要：当前,省属本科院校治理结构存在党委及校长职责有遗漏,议事规则制度不健全;学术机构关系复杂,学术委员会最高学术地位不稳;监督机制不完善,章程实施受影响等问题。省属本科院校治理结构的优化要加强政策研究,提高章程文本质量;合理使用自主权,科学配置各种权力;完善配套制度,处理好稳定性与可操作性的关系。At present,there are some problems in the governance structure of universities in Shandong,such as the omission of the responsibilities of the Party committee and the president,the imperfection of the rules of procedure,the complex relationship between the academic institutions,the instability of the highest academic status of the academic committee,the imperfection of the supervision mechanism and the imperfect implementation of the regulations.To optimize the governance structure of the universities in Shandong,we should strengthen policy research,improve the quality of the texts of regulations,reasonably use the autonomy,scientifically allocate various powers,improve the supporting system,and deal well with the relationship between stability and operability.
