摘　　要：人工智能是新一轮经济产业竞争的创新引擎,是政府创新模式的核心动能,是引发社会变革的颠覆性力量。那么,面向人工智能时代的政府是什么样的政府呢?我们认为,从政府表现形态而言,面向人工智能时代的政府是数字型政府,是由大数据驱动的能够开展精准决策和精细管理的服务型政府。从政府作用形态而言,面向人工智能时代的政府是平台型政府,是技术集成和部门协同的无缝隙、高效率的服务型政府。从政府横向关系而言,面向人工智能时代的政府是协作型政府,是通过技术协作、部门协作和社会协作整合而成的服务型政府。从政府纵向层级而言,面向人工智能时代的政府是简约型政府,是扁平化时代组织层级再造的服务型政府。从政府功能呈现而言,面向人工智能时代的政府是智慧型政府,是能够开展智能服务和个性化定制的服务型政府。由此可见,从未来政府的形态、结构和功能上来说,面向人工智能时代的政府必然是"智能+政府",是数字型政府、平台型政府、协作型政府、简约型政府和智慧型政府的效能呈现和功能叠加。Artificial intelligence is an innovation engine of a new round of economic and industrial competition,the core kinetic energy of the government innovation model,and the disruptive force that triggers social revolution.Thus,what type of government is it when facing the AI?We believe that in terms of government performance,it is a digital government driven by big data that can carry out precise decision-making and management.From the perspective of government’s role,it is a platform-type government with high efficiency through technology integration and department coordination.Horizontally it is a collaborative government that integrated technical collaboration,department collaboration,and social collaboration.Vertically it is a brief government,which reforms organizational hierarchy in the "flat time" that has more direct,concise and efficient information and instruction transmit.Functionally it is a smart government that is capable of carrying out intelligent services and personalized customization.It can be seen that,the future government in the artificial intelligence era is a "intelligence+" and compound government characterized with performance and function of the digital governments,platform governments,collaborative governments,contracted governments and smart governments.
