摘　　要：目的为掌握河北省卫生监督快速检测工作应用情况的影响因素,以便今后有目的地进行整改,从而提高全省总体卫生监督执法技术水平。方法通过问卷调查,对河北省县级卫生监督机构现场快速检测的执行现状、工作感知及制约因素、存在问题等进行调查分析。结果 93.37%的被调查机构认为有必要和非常有必要在卫生监督执法工作中开展现场快速检测。68.07%的被调查机构认为经费保障不到位,60.84%的被调查机构认为培训不足,是现场快速检测开展的主要制约因素。通过Logistic回归分析,培训、设备装备情况、制定检测方案是影响《卫生监督现场快速检测通用技术指南》(简称《技术指南》)执行情况的装备管理主要因素,监督检查和卫生行政处罚是真正影响《技术指南》执行情况的具体因素。结论要加强对卫生监督现场快速检测的经费保障,明确现场快速检测的法律地位,建立并完善现场快速检测标准体系,开展规范化培训,增强现场快速检测在卫生监督执法中的应用。Objective To grasp the influencing factors of the current application of the health surveillance field fast check in Hebei Province,so as to make targeted rectification in the future and improve the overall technical level of health supervision and law enforcement.Methods The questionnaire survey was carried out among county-level health supervision institutions in order to investigate and analyze the implementation status,work perception,restrictive factors and existing problems of the fast field check in Hebei Province.Results A total of 93.37%of the institutions thought it was necessary and very necessary to carry out health surveillance field fast check.And 68.07%of the institutions thought that the fund guarantee was not in place,and 60.84%of the institutions thought that the lack of training was the main restricting factor for the development of fast field check.According to the Logistic regression analysis,training,equipment situation,and the formulation of testing scheme were the main factors affecting the implementation of the General Technical Guide for Health Surveillance Field Fast Check(Known as Technical Guide).The supervision and inspection and health administrative punishment were the specific factors that really affect the implementation of the Technical Guide.Conclusion It is necessary to strengthen the funding guarantee for health surveillance field fast check,clarify the legal status of it,establish and improve the standard system,as well as carry out standardized training in order to enhance the application of fast field check in health supervision and law enforcement.
