公安机关应对重大突发公共卫生事件网络舆情策略研究——以新冠肺炎事件为例

摘　　要：群众对于重大突发公共卫生事件的关注程度高,尤其在信息时代背景下,对由其引发的舆情必须高度重视。2019年12月以来全国范围内爆发了新型冠状病毒(2019-nCoV)疫情,习近平总书记在疫情防控工作部署中强调,要及时发布权威信息,公开透明回应群众关切,增强舆情引导的针对性和有效性[1]。作为负有维护社会治安秩序、保护人民群众生命财产安全使命的国家力量,各级公安机关提升应对重大突发公共卫生事件舆情处置能力应引起高度重视。在新型冠状肺炎疫情防控过程中,公安机关在网络舆情处置工作中暴露出来一定的短板和不足,应当在对此分析研判的基础上健全和完善应对重大突发公共卫生事件舆情处置机制,提升公安机关应对重大突发公共卫生事件的舆情处置能力。The public pays close attention to major public health emergencies,especially in the background of the information age,and the public opinion caused by w hich must be highly valued. Since December 2019,a new coronavirus( COVID-19) epidemic has occurred throughout the country. General Secretary Xi Jinping emphasized timely release of authoritative information,open and transparent response to public concerns and enhancement of the pertinence and effectiveness of the guidance of public opinion in the deployment of epidemic prevention and control w ork. As national forces w ith the mission of maintaining social order and protecting the safety of the people’s lives and property,public security agencies at all levels should highly value to improve the ability to deal w ith major public health emergencies. In the process of epidemic prevention and control of the COVID-19,the public security organs have exposed certain shortcomings and deficiencies in the handling of online public opinion. Based on this analysis and judgment,the public security organs should improve and perfect the public opinion handling mechanism for major public health emergencies,to improve their ability to deal w ith major public health emergencies.
