摘　　要：农业农村科技服务政策是农业科技政策的重要组成,是提高农业生产质量和效益、推进农业农村现代化的战略支撑。本研究通过对2012年至今的农业农村科技服务政策进行梳理,借助ROSTCM工具,构建起PMC指数模型,对10项重点政策进行量化评价。通过PMC得分和PMC曲面发现:10项政策中4项政策等级为优秀、5项为良好、1项为不良等级,政策总体水平处在一个可接受的范围内,政策设计较合理。农业农村科技服务政策在波动中不断增加,政策关注度不断提高,由科技部门出台的政策评分等级较高,有效的工作抓手是政策有效执行的保障。基于这一结论,提出加快构建农业农村科技社会化服务体系、加强部门间的统筹协调、抓好基层政策实施平台建设、强化对农业科技服务的资金支持等政策建议。Agricultural and rural science&technology service policy is an important part of agricultural science&technology policy.It is the strategic support to improve the quality and efficiency of agricultural production and promote agricultural and rural modernization.This study summarizes agricultural science&technology services policies from 2012 to the present,constructs PMC Index Model with the help of ROSTCM tools and evaluates 10 key policies quantitatively.Through PMC score and PMC surface,we find that four of the ten policies are excellent,five are favorable,one is bad,the overall policies level are within an acceptable range,and the policy design is reasonable.Agricultural science&technology service policies continue to increase in fluctuations,and policy attention continues to increase.The policies issued by the technology sector have a high rating,and effective job grabbing is the guarantee of effective policy implementation.Based on this,the paper puts forward some suggestions,that is to construct a social service system for agricultural science&technology,to strengthen overall coordination between departments,to construct the grassroots policy implementation platform,to strengthen financial support for agricultural science&technology services.
