卢龙县土地利用总体规划修改完善中存在的问题及思考

摘　　要：通过分析土地总体规划的历史变迁过程,当前土地总体规划存在的问题和矛盾,探讨县级土地利用总体规划实施过程中存在的一些具有普遍性和代表性的问题,按照规划龙头先行,严格控制耕地和基本农田保有量,配置好卢龙县土地资源,充分利用自然资源,结合国家以及河北省有关规定和实际情况,提出若干的方法和途径。Through the analysis of the historical change process of the land overall planning and the problems and contradictions existing in the current land overall planning,this paper discusses some universal and representative problems existing in the implementation process of the county-level overall land use planning.According to the plan,the amount of cultivated land and basic farmland should be strictly controlled,the land resources of Lulong County should be well allocated,and the natural resources should be fully utilized.Combined with the relevant regulations and actual situation of Hebei Province and the state,some methods and approaches are put forward.
