党员民主权利的科学内涵和基本特征

摘　　要：“党员民主权利”与“党员权利”虽是两个概念,但其基本含义并无原则区别。在党的一些重要文献中,两个概念在很多时候也是同时使用的。就其科学内涵而言,所谓党员民主权利,就是党员依据党章及有关党内法规的规定享有的自主参与党内事务或活动的权利和利益。根据《中国共产党章程》及《党员权利保障条例》的规定,中国共产党党员享有8项权利。对于党员民主权利的基本内容,可以进行适当的分类。就其基本特征而言,首先,党员民主权利是由党章及有关党内法规明确规定并予以保护的;其次,党员民主权利是与党员义务相统一的;再次,党员民主权利中虽然包含着党员个人利益,但党员行使民主权利并非是为了个人的利益,而是为了实现的党的利益。The two terms--“Party members’democratic rights”and“Party members’rights”are essentially of the same connotations and are often used interchangeably in some important Party documents.In terms of its exact connotations,the former refers to the rights and interests of Party members to participate in Party affairs or activities in accordance with the Party Constitution and relevant Party regulations.According to the Constitution of the Communist Party of China and Regulations on the Protection of the Rights of Party Members,Party members enjoy eight rights,which can be properly classified into several categories.As far as its basic characteristics are concerned,first of all,the democratic rights of Party members are clearly stipulated and protected by the Party Constitution and relevant Party regulations.Secondly,the democratic rights of Party members are in consistence with their obligations.The democratic rights embrace their personal interests,but Party members exercise their democratic rights for the interests of the Party rather than for their personal interests.
