摘　　要：城市间“抢人大战”持续升温,“抢人”行为是必然的社会发展与偶然的特殊契机结合所产生的城市之间的博弈。影响人才“抢夺”最主要的因素是城市间“推拉力”的大小,二三线城市在增大自身“拉力”的同时,充分利用一线城市的“推力”,是赢得“人才大战”博弈的关键策略。激烈的抢人竞争会带来一系列社会问题,是“抢人”本身不合时宜还是“抢人”的思路出了问题?这场城市间的博弈何去何从,实质上是以“抢”为核心还是以“人”为核心根本问题的抉择。"People’s Robbery War" among Cities continues to heat up.The "robbery" behavior is a game between cities which is produced by the combination of inevitable social development and occasional special opportunities.The most important factor affecting the "snatch" of talents is the size of "push and pull" among cities.Second and third-tier cities make full use of the "thrust" of first-tier cities while increasing their own "pull" is the key strategy to win the "talent war" game.The fierce competition of robbing people will bring a series of social problems. Is the idea of robbing people inappropriate or is the idea of robbing people out of order?The essence of the game between cities is the choice of whether to take "robbery" as the core or "people" as the core and fundamental issue.
