摘 要:"韩国大学创业教育五年计划"是韩国目前最为系统和最有影响力的大学创业教育政策。该政策是韩国在面临国内青年失业率居高不下、创新人才缺乏和区域经济发展改革的情况下,由韩国教育部联合未来创造科学部和中小企业部共同颁布、实施的,旨在打造优良的高校创业教育生态体系。该计划结合韩国实际提出了三大战略实施框架:建立创业友好型教育制度;为大学生创业挑战营造环境;改善地方大学条件和创业认识。从成果上来看,该计划使得创业教育范围不断扩大、创业专任教师增加、为学生创造了一个充满挑战的环境;然而该项计划也存在着不足之处,比如师生创业环境营造不到位、高端技术创业的基础不足、大学的创业核心作用发挥不足等。通过对该项计划的解读,我国可以借鉴韩国的经验,制定和出台专门针对高校创业教育发展的大型支援政策,推动高校创业教育的高质量发展。The"Five-year Plan for Entrepreneurship Education in South Korea Universities"is currently the most systematic and influential university entrepreneurship education policy in South Korea.In the face of the high youth unemployment rate,the shortage of innovative talents and the reform of regional economic development,the South Korea ministry of education,together with the ministry of future creative science and the department of small and medium enterprises,jointly promulgated and implemented the"Five-year Plan for Entrepreneurship Education in South Korea Universities",which aims to build an excellent ecological system of entrepreneurship education in Universities.Combined with the reality of South Korea,the plan puts forward three major strategic implementation frameworks:establishing an entrepreneurial friendly education system;creating an environment for college students’entrepreneurial challenges;and improving local university conditions and entrepreneurial awareness.From the point of view of the results,the program has continuously expanded the scope of entrepreneurship education,increased the number of full-time entrepreneurial teachers,and created a challenging environment for students.While,the plan also has some shortcomings,for example,the entrepreneurial environment for teachers and students is not in place,the foundation of high-end technology entrepreneurship is insufficient,and the core role of universities in entrepreneurship is inadequate.Through the interpretation of the plan,our country can learn from the experience of South Korea,formulate and issue support policies specifically for the development of entrepreneurship education in colleges and universities,so as to promote the high-quality development of entrepreneurship education in colleges and universities.
