摘　　要：为把握我国光伏产业政策发展脉络,对未来产业政策制定提供参考依据,并为进行产业政策评估与优化打下基础,基于社会网络分析与共现分析方法构建政策热点网络,以可视化的形式显示我国光伏产业政策热点的变化,描述政策的动态演化过程;同时根据政策热点的变化以及产业发展过程中的关键事件和政策,将我国光伏产业政策分为5个阶段具体讨论:市场环境培育阶段(1994—2008年)、国内应用市场发展阶段(2009—2012年)、分布式光伏大力推广阶段(2013—2014年)、市场化与智能化阶段(2015—2017年)、政策退坡阶段(2018年至今)。研究发现我国光伏产业政策的演化体现了高质量、多元化、智能化、市场化的发展特征,对此从政策目标、政策手段、政策演化驱动三方面进一步论述。In order to grasp the development of China’s photovoltaic industry policy, provide a reference for future industrial policy formulation, and lay the foundation for industrial policy evaluation and optimization, this paper based on social network analysis and co-occurrence analysis method, visual display of China’s photovoltaic industry policy hot changes, describe the dynamic evolution of the policy process. At the same time, according to the changes in PV policy hotspots, key events and policies, the evolution process of China’s photovoltaic industry policy is divided into five phases to discuss: market environment cultivation stage(1994~2008), domestic application market development stage(2009~2012), distributed photovoltaic promotion stage(2013~2014), marketization and intelligence stage(2015~2017), policy retreat stage(2018 to present). It can be found that the evolution of China’s photovoltaic industry policy reflects the development characteristics of high quality, diversification, intelligence, and marketization, the paper further discusses from three aspects: policy objective, policy means and policy evolution drive.
