“放管服”改革背景下我国养老服务规制研究

摘　　要：政府在养老服务市场化改革中扮演着独特的角色,发挥着重要的职能。"放管服"改革是处理好政府与市场关系的重大举措。"放管服"改革背景下的养老服务规制理论上是强化养老服务规制,通过建立综合性的监管体系,促进养老服务的多元合作供给,提高养老服务质量。而我国目前的养老服务规制实践还面临政府"缺位现象"严重、社会参与不足、养老服务信息系统建设滞后、服务队伍规制匮乏等问题。鉴于此,应以"放管服"改革为抓手,强化政府的养老服务规制职能,在简政放权方面,厘清政府内部权责关系及与社会组织的关系;在放管结合方面,强化养老服务行业监管;在优化服务方面,加强养老服务信息化和人才队伍规制,创新养老服务监管方式,保障养老服务供给质量。The government plays a unique and important role in the market-oriented reform of elderly care services.The reform of"Delegation,Regulation and Service"is a major measure to properly handle the relationship between the government and the market.Under the background of the reform of"Delegation,Regulation and Service",the regulation of elderly care service is to strengthen the regulation,to promote the diversified cooperative supply of elderly care service and improve the quality of elderly care service by establishing a comprehensive supervision system.However,the current regulation practice of elderly care service in China suffers serious problems such as"Government Absence",insufficient social participation,lagging information system construction of elderly care service and lack of care workers regulation.In the future,the reform of"Delegation,Regulation and Service"should be taken as the starting point to strengthen the regulatory function of the government in elderly care services industry.In terms of streamlining administration and delegating power,the relationship of power and responsibility between the government and the social organizations should be clarified.In terms of the delegate power and strengthen regulation,the regulation of elderly care service industry should be strengthened.In terms of optimizing services,it is suggested that strengthen the information of elderly care services and the regulation of the care workers to innovate the supervision methods and ensure the supply quality of the elderly care services.
