循环经济法实施价值及构建评析

摘　　要：循环经济是新时代社会经济发展与生态环境保护相协调的科学经济发展模式,进行循环经济与循环经济法体系的建设,是我国步入现代化强国的前提之一,循环经济法当前在我国实施后取得了巨大的经济、生态、社会效益。对我国循环经济法实施价值及构建进行评析,提出循环经济法的构建对指导我国传统产业升级,提高我国社会主体的循环经济意识都产生巨大影响。构建循环经济法治体系,加强各循环经济单行法的制定与衔接,将循环经济理念纳入我国宪法原则是我国未来循环经济法治建设的方向。正确评析循环经济法实施后取得的价值及当前循环经济法的构建,推进高水平循环经济的发展,制定健全的循环经济法律法规,是我国循环经济法建设追求的目标。Circular economy is a scientific economic development mode which coordinates the development of social economy and the protection of ecological environment in the new era.The construction of the system of circular economy and circular economy law is one of the preconditions for China to step into a modern and powerful country.The circular economy law has gained great economic,ecological and social benefits after its implementation in China.The construction of circular economy law has a great impact on guiding the upgrading of traditional industries and improving the circular economy consciousness of the main body of the society.It is the direction of the construction of the rule of law of circular economy in the future to construct the system of the rule of law of circular economy,strengthen the formulation and connection of the separate laws of circular economy,and incorporate the concept of circular economy into the constitutional principles of our country.It is the goal of our country's economic law construction that to correctly evaluate the value obtained after the implementation of circular economy law and the construction of current circular economy law,to promote the development of high-level circular economy and to formulate sound laws and regulations of circular economy.
