摘　　要：重大工程决策治理是引导、规范和保障重大工程决策事务基于合法合理、科学民主、程序规范、协同制衡的制度与行为规则体系,重点为决策主体的决策治权、治能及执行力的科学配置与制衡。我国重大工程决策治理体系作为国家治理体系的一个组成部分,伴随着我国现代化强国建设过程不断完善、发展和升华;当今,重大工程决策治理体系与能力的现代化和中国化是我国重大工程决策治理本质一致的两种基本形式,现代化是普遍原理,中国化是现代化在中国的具体形态,是重大工程决策治理在中国发展的现实道路。决策治理现代化通过中国重大工程决策治理实践走向中国化,决策治理中国化又通过在中国的治理实践促进和推动重大工程决策治理的现代化。重大工程决策治理现代化与中国化融为一体即为重大工程决策治理的"中国之治"。Governance of major project decision-making is the system and rules of conduct to guide,standardize and guarantee that major project decision-making processes are based on legitimate,scientific,democratic and procedural norms as well as synergic checks and balances.It also involves corresponding actions and supervisions on related affairs.The govemance focuses on the scientific allocation and balances among the rights,powers and executive forces of decisionmakers.With continuous improvement and development of construction process of China's modern powerful country,governance for China's major project decision-making is an integral part of the national governance system.There are two basic forms that are essentially consistent with the major project decision-making nowadays:the modernization and chinization of governance system and capability.The former refers to the general principle,while the latter is a specific form of modernization in China.It is a realistic road for the development of major project decision-making governance in China.It is through chinization that the modernization of decision-making governance progresses wards the practice of major project decision-making governance in China,and chinization promotes the modernization of decision-making governance through the practice of governance in China.
