关于“十四五”时期加强省际合作推进淮河生态经济带发展的思考

摘　　要：淮河流经我国中东部地区,全长1 000公里,是南北方的重要分界线,在我国经济社会发展全局中占有重要地位。长期以来,受自然禀赋、经济基础等多重因素影响,经济发展相对滞后,环境质量状况不容乐观。"十四五"时期,淮河流域加快淮河生态经济带发展,推进淮河流域生态文明建设,对巩固全面脱贫成果、促进经济社会高质量发展,将起到重要的推动和促进作用。文章从加强省际合作的层面,对淮河生态经济带现状及存在问题进行分析,提出"十四五"时期,淮河生态经济带5个省份合力落实国务院批复的《淮河流域生态经济带发展规划》,推进淮河流域生态文明建设,培育我国经济发展新支撑带的建议举措。With a total length of 1 000 kilometers,Huaihe River flows through the central and eastern regions of China.It is an important dividing line between northern and southern China,and plays an important role in the overall economic and social development of China.For a long time,influenced by multiple factors such as natural endowment and economic foundation,the economic development of Huaihe River Eco-economic Belt relatively lags behind,and the environmental quality is not promising.During the "14 th Five Year Plan" period,accelerating the development of the Huaihe River Ecoeconomic Belt and promoting the construction of ecological civilization in Huaihe River Basin will play an important role in consolidating the achievements of poverty alleviation in an all-round way and promoting the high-quality development of economy and society.From the perspective of strengthening cooperation between provincial governments,this paper analyzes the current situation and existing problems of Huaihe River Eco-economic Belt,and puts forward suggestions and measures for five provinces concerning Huaihe River Eco-economic Belt to jointly implement the development plan of Huaihe River Eco-economic Belt approved by State Council during the "14 th Five-Year Plan" period in order to promote the construction of ecological civilization in Huaihe River Basin,and cultivate a new support belt for China’s economic development.
