文献资源招标采购问题与对策探析——以高等学校图书馆为例

摘　　要：目前,大多数高等学校已将文献资源采购纳入政府采购范畴。高等学校图书馆文献资源招标采购是指按照《中华人民共和国政府采购法》规定的程序,组成招标工作小组,确定文献资源供应商,再共同协商确定图书采购目录的模式。高等学校图书馆文献资源招标采购具有扩充供给端、推行标准化管理、减少库存储备和扩大采购规模等特征,并明确其具有促进高等学校图书馆发展、降低文献资源采购成本、提升工作效能和有利于利用优质文献资源等现实意义。同时,高等学校图书馆文献资源招标采购过程中存在文献资源质量不高、采全率低、流通速度慢和售后服务质量差等方面问题。高等学校图书馆文献资源招标采购应该依托品牌文化定位,提高文献资源采购质量;规范采购流程,分类文献资源采购流程;建立供货商咨询平台,多渠道促进文献资源流通;完善操作流程平台建设,提高文献资源售后服务质量,从而规范和完善高等学校图书馆文献资源招标采购措施。In recent years,the bidding procurement of books and materials has been fully included in the scope of government bidding procurement.The bidding procurement of books and materials refers to the procurement of library books and materials mainly through bidding.The bidding procurement of books and materials not only expands the collection scope of books and information,but also makes full use of the high-quality resources in the book market,effectively curbing the corruption and waste in the process of library books and materials procurement.This paper introduces the advantages of the bidding and purchasing of books and materials,which are conducive to promoting the development of the library itself,reducing the cost of book purchasing and improving the work efficiency,and making use of high-quality social resources.This paper also analyzes the problems in the bidding procurement of books and materials,including the gradual decline of the quality of the purchased books and materials,the gradual decrease of the collection rate of books and materials,the decrease of the circulation speed of books,the decrease of the quality of after-sales service,the non-standardization of the bidding process,and the lack of the supervision.In view of the problems in the bidding procurement of books and materials,this paper puts forward the norms and measures to improve the quality of books and materials bidding.
