西北地区村社联动治理下政治亚文化的存续状态——以陕西省为例

摘　　要：在经济欠发达的西北地区,村社联动的治理模式既取得了令人瞩目的成绩,也暴露出诸多急需解决的问题。鉴于文化与制度的互构作用,从政治文化角度思考村社联动治理的完善问题显得尤为必要。故文章以比较政治学中的政治文化分类理论为支撑,运用层次分析法,构建乡村政治亚文化的类型指标体系,并对陕西省内的村社联动治理样本进行分析,发现在村社联动治理下,村民的政治亚文化呈现出三级分化:普通村民群体形成了以地域型为主要特征的地域—参与型政治亚文化、社员群体形成了以依附型为主要特征的依附—参与型政治亚文化、能人群体形成了世俗化驱动下的参与型政治亚文化,建议构建村民利益的表达渠道、以制度的形式明确合作社在乡村经济事务中的主导地位、在治理实践中形成对能人群体的培育与管控体系。In the economically underdeveloped northwest region,the village-group linkage governance model has achieved notable results,but also exposed many problems that need to be addressed urgently.In view of the interaction between culture and system,it is particularly necessary to consider the perfection of village-group linkage governance from the perspective of political culture.Therefore,this research is based on the theory of political and cultural classification in comparative politics,and uses the analytic hierarchy process to construct a type index system of rural political subcultures,and analyzes the village-group linkage governance samples in Shaanxi Province.Under the governance,the villagers'political subcultures showed three levels of differentiation:ordinary villagers formed a parochial-participatory political subculture with regional characteristics as the main feature,and member groups formed an attachment-participatory politics with dependency characteristics as the main characteristics.Subcultures and elite groups have formed a participatory political subculture driven by secularization.It is recommended to construct channels for the expression of villagers'interests,clarify the dominant position of cooperatives in rural economic affairs in the form of systems,and form effective individuals in governance practices,cultivate and control the elite groups.
