基于中小型创新型城市建设的地方政府协同治理对策

摘　　要：中小型创新型城市是促进我国经济社会发展的重要力量,对于加快推进创新型国家建设具有全局性的意义。文章以河南省新乡市创新型试点城市建设为案例,通过对新乡创新型城市建设中政府的协同治理实践以及推进落实、服务保障等方面存在问题的总结分析,围绕做好顶层设计、广拓资金途径、搭建创新平台以及共建创新联盟等机制建设,提出了促进中小型创新型城市发展和政府协同治理能力提升的对策建议,以期为中西部中小型城市创新发展提供有益的借鉴。Small and medium-sized innovative cities play an important role in promoting China’s economic and social development, and they have overall decisive significance for accelerating the construction of an innovative country. This article, taking the construction of an innovative pilot city——Xinxiang city, Henan province as an example, summarizes and analyzes the problems of the government’s collaborative governance practices and the implementation and service guarantee in the construction of Xinxiang innovative city. Focusing on top-level design, broadening the funding channels, building innovation platforms, and jointly building innovation alliances and other mechanisms, this paper puts forward countermeasures and suggestions to promote the development of small and medium-sized innovative cities and the improvement of government collaborative governance capabilities in the hope of providing beneficial reference for the innovative development of small and medium-sized innovative cities.
