摘　　要：基于高质量发展的总体要求,结合云南的基本定位以及发展现实,本文在对高质量发展相关文献梳理的基础上,以新发展理念为基本框架,构建了云南高质量发展的评价体系,对云南省2015-2018年发展质量进行总体、分项和地市层面的评价。总体来看,云南高质量发展总体水平不高且各要素发展不均衡,产业基础不牢是制约云南高质量发展的最重要因素和最突出的问题,且在基础设施、人才、区域协调、创新、对外开放等方面存在明显的短板。为此,云南要以更高的速度推进高质量发展,即以高质量跨越式的整体思路来推进发展,核心是准确识别和选择产业,优化资源配置以补足发展"短板",提升创新能力,强化高质量跨越式发展支撑。Based on the overall requirements of high-quality development,combined with the basic positioning and development reality of Yunnan,this paper,on the basis of combing the relevant literature on high-quality development and taking the new development concept as the basic framework,constructs the evaluation system of Yunnan's high-quality development,and evaluates the development quality of Yunnan Province from 2015 to 2018 at the overall,sub divisional and municipal levels.On the whole,the overall level of Yunnan's high-quality development is not high,and the development of various elements is not balanced,and the weak industrial foundation is the most important factor and the most prominent problem restricting the high-quality development of Yunnan,and there are obvious weaknesses in infrastructure,talent,regional coordination,innovation,opening up and other aspects.Therefore,Yunnan should promote high-quality development at a higher speed,that is,to promote development with the overall idea of high-quality leapfrogging.The core is to accurately identify and select industries,optimize resource allocation to make up for the"short board"of development,enhance innovation ability,and strengthen the support for high-quality leapfrog development.
