摘  要:作为全欧洲房价最高的城市之一,伦敦从1960年代至今经历了从政府调控租赁住房到私人租赁主导市场的转变,并在解决中低收入居民住房困难的问题上取得了一定成功。本文阐述了伦敦租赁住房市场的历史演变和发展现状,并对伦敦解决中低收入居民住房问题而实施的“建后出租”(BTR)政策及项目进行深入分析。在伦敦地方政府的监督和指导下,BTR政策能够充分调动开发商的参与积极性,从而为中低收入居民提供租赁住房。最后,本文以伦敦Union Wharf项目为例,阐述了“建后出租”租赁住房项目的规划设计和配套设施情况以及对中国的启示。As one of the cities with the highest housing prices in Europe,London has experienced a transformation from government regulation of rental housing to the market dominated by private rental sectors since the 1960s,and has achieved some success in solving the residential demand of low and middle income residents.This paper demonstrates the historical evolution and current status of London’s rental housing market,and makes an in-depth analysis of the‘Build to Rent’(BTR)policies and projects implemented to solve the housing problems of low and middle income groups in London.Under the supervision and guidance of London local government,BTR policy can fully mobilize the enthusiasm of estate developers,and effectively solve the development and operation problems of rental housing while providing living place for low and middle income residents.Finally,Taking Union Wharf residential project in London as an example,this paper expounds the planning and design of“Build-to-Rent”rental housing project and its supporting facilities as well as the enlightenment to China.
