“教科书式执法”对我国公安改革警务执法建设的导向研究

摘　　要：新时代我国法治社会建设对警察执法行为提出了更高标准的要求,无论是执法者还是执法对象都将在执法过程中受到相应的权益影响。"教科书式执法"对执法"应该怎么做"提出明确要求,对"如何规范做"给出了标准和示范,是我国法治社会建设的具体体现,推进了法治化进程。"教科书式执法"在新时代有其明显的特点,这些特点对我国公安改革中警务执法建设具有重要的积极影响。In the new era,the construction of China’s society based on the rule of law sets higher standards for police’s law enforcement,so both the law enforcers and the objects in law enforcement will be affected by corresponding rights and interests in the process of law enforcement.The"textbook-style law enforcement"has clear requirements for"what shall be done"in law enforcement and provides standards and demonstrations for"how to do it normatively".This is an embodiment of the construction of China’s society based on the rule of law and the advancement of the rule of law.The"textbook-type law enforcement"in the new era has obvious characteristics which will positively influence the construction of police’s law enforcement in China’s reform of public security affairs.
