摘  要:由事业计划型向产业经营型嬗变是大型国有文化事业单位转企改制、服务社会生活、实现产业价值的必然选择。以湖南广电为例,从1992年党的十四大召开到2000年组建全国第一家广电影视集团的8年时间里,湖南广电的产业经济属性被正确认识,在双轨制升级、供求不匹配、竞争与搞活、大产业定位等嬗变机理作用下,示范带动化、产业集聚化、上星全国化、资本市场化、集团运营化等实施路径被成功锁定,并率先在省级广电媒体中完成了嬗变。后发优势、战略超前、机制创新和"目标—框架—机制—结构—功能"的嬗变逻辑,对当下文化产业的发展具有一定的借鉴意义。Transforming large state-owned cultural institutions into industrial organizations is an inevitable choice for serving the society and realizing economic value.Taking Hunan radio and TV industry as an example,in the eight years from the fourteenth congress of the Party in 1992 to the establishment of the first national film and Television Group in 2000,Hunan radio and television’s industrial economic attributes have been correctly recognized.Under the influence of dual managing system,supply-demand mismatch,competition and invigoration,and large industry positioning,Hunan radio and TV industry took the lead in transforming institution into enterprise by means of industrial agglomeration,establishing group companies,forming listed companies and becoming satellite channel.The evolution logic of late-developing advantage,advanced strategy,innovative mechanism,and the model of goal-framework-mechanism-structure-function,has certain referable value for the development of cultural industry.
