摘　　要：基于2014—2018年原始数据,运用改进的区域自我发展能力评价模型,构建包括生产生活能力、经济发展能力、空间发展能力及公共服务能力4个维度的自我发展能力测算指标体系,分别从截面和时序两个方向测算中国集中连片特困地区自我发展能力及各维度指数得分,并运用ArcGIS软件刻画时空特征与变迁趋势,为片区自我发展能力的提升与脱贫攻坚的推进提供参考。结果表明:片区自我发展能力整体水平偏低,但呈现增强趋势;各片区自我发展能力不一致,发展不平衡;片区自我发展能力整体上属于公共服务能力制约、经济发展能力驱动型;自我发展能力各维度空间格局演变趋于一致,呈现“由西北地区向东南地区逐渐增强”的空间分布特征。基于此,提出发挥经济发展的带动作用、优化公共服务供给和增强贫困人口自我发展能力等建议。Based on the original data from 2014 to 2018,build self-development capacity index system by using the improved region self-development ability evaluation model,respectively from the two aspects of cross section and time sequence to measure self-development ability,and the dimension index score,and using ArcGIS software to depict the space-time characteristics and change tendency,explore concentrated destitute areas self-development ability ascension path,for ascension for self-development ability and poverty engines to provide the reference.The results show that the overall level of self-development ability is low but increasing.The self-development ability of each area is inconsistent and unbalanced.The self-development ability is restricted by public service ability and driven by economic development ability.The evolution of spatial pattern of all dimensions of self-development ability tends to be consistent,showing the spatial distribution characteristic of"gradually strengthening from northwest to southeast".Therefore the suggestions are put forward,such as giving full play to the driving role of economic development,optimizing the supply of public services and enhancing the poor self-development ability.
