摘　　要：乡镇公共财政服务平台+一卡通建设是新时期、新形势下全面落实国家惠民惠农政策,切实加强涉农和民生补贴财政资金监督管理,健全基层财政资金监管工作的新机制、新要求。未来要建立科学规范、高效有序的发放机制和权责清晰、部门协同、信息共享、上下联动的监管机制,最大限度杜绝涉农补助和民生补贴管理领域的腐败行为,切实维护广大人民群众的切身利益,不断提升人民群众的获得感、幸福感。Country public finance service platform plus one-stop card is a new mechanism and requirement to implement the national policy to service the people and benefit the farmers,strengthen the public finance supervision management related to farmers and people's allowance,promoting public finance fund supervision at root-level.In future,a scientific,high-efficient distribution system and supervision system has to be set up with clear responsibility,department coordination,information share,co-action between the subordinate and its supervisor.These two will help to stop the corruption in agriculture-related allowance and people's life allowance management,serve for the people and gain a stronger sense of benefit to the people.
