铁路公安队伍新时代全警练兵工作路径思考——以上海铁路公安局为视角

摘　　要：铁路公安机关贯彻好、落实好、组织好全警实战大练兵,既是深入学习贯彻习近平总书记加强新时代公安工作指示批示精神、落实管理体制调整各项部署的坚决行动,也是提升铁路公安机关核心战力、推动铁路安全治理体系和治理能力现代化的生动实践,更是对标“三个绝对”标准、锻造“四化”过硬铁警队伍的现实需要。实践中,必须牢牢把握全警实战练兵的政治性原则、全要素导向、实战化标准和大教育格局,始终遵循“党委领导、政工协调、警种主训、分级实施”的根本要求,在组织体系、建警理念、施训模式、教学手段、课程设计、问效评估等方面寻求创新突破,着力构建上下贯通、衔接有序、整体协调、运转高效的实战练兵新格局。The scheme to implement,arrange and organize the actual combat training by railway public security organ is not only the response to President Xi Jinping’s instruction for police work in the new era and the re-structure of administrative system,but also an action to enhance the core capacity of the railway police force and promote the modernization of railway security management system and governance capacity,but also the urgent requirements for the construction of Four Iron-like railway police force.In practice,adhering to the political principle,all-round orientation,actual combat standard and large-scale education,we must follow the fundamental requirements of party leadership,professional training and grading standard to innovate the organization system,police conception,training mode,teaching techniques,curriculum design,assessment and evaluation,etc.and create the new training pattern of communication,coherence,coordination and effectiveness.
