摘　　要：PPP模式是指政府与社会资本,为了提供某种公共物品和服务,通过契约结成一种伙伴式的长期合作关系,社会资本投资回报来源于使用者付费或政府付费,工程造价是政府确定和调整支付责任的重要依据,PPP项目成功实施的关键在于成本的控制及效率的提升,以最小的支付责任提供最大化的公共产品和公共服务效能。PPP模式与传统建设模式下的造价控制相比,存在着共性问题,也具有其特殊性。在当前PPP热潮下,如何更好地进行项目造价控制管理显得尤为必要。建设工程项目的设计工作对造价影响的贡献度达到70%-80%。在前期设计过程中,工程设计质量、设备、原料、技术等方面的选择对工程总造价起直接作用,有深度、有质量的设计可以达到事半功倍的效果。PPP mode refers to a long-term partnership between the government and social capital through contract in order to provide certain public goods and services.The return on investment of social capital comes from the user’s or the government’s payment,while the project cost is an important basis for the government to determine and adjust the payment responsibility.The key to successfully implement PPP projects is to control costs,increase efficiency,and thereby provide the maximized performance of public goods and public services with minimal payment responsibility.Compared with the cost control in traditional construction mode,there are both common problems and particularity in PPP mode.It is necessary to better control and manage project costs in the current PPP boom.The design of construction project contributes 70% to 80% of costs.In the preliminary design,the selection of the quality,equipment,raw materials and technology of the engineering design directly affects the total project costs.The design with guaranteed depth and quality can achieve a double effect with half the effort.
