基于政府投资项目竣工结算超设计概算问题的探讨

摘　　要：目前,在政府投资项目的建设过程中,工程竣工结算投资超过批复设计概算控制投资的现象十分普遍。这种现象增加了政府财政投资计划难度;建设中资金不足必然影响工程进度甚至质量;不能按时支付工程款,也会带来因拖欠民工工资而产生的社会不良影响。因此,有必要就上述现象进行深入研究。文章针对目前结算超概算现象表现出的:建设前期工作深度不够、发改部门批复静态投资导致概算投资先天不足、项目单位管理人员对设计概算控制投资重要性的认识程度欠缺、投资管理机制不完善等问题进行了具体分析。提出了科学合理编制和审批初步设计概算、严格按照概算批复投资控制招标、加强合同管理和设计变更等投资变化因素等管控措施。试图通过深入研究,找到科学有效控制设计概算投资的途径,排除结算超概算给建设资金管理带来的困扰,努力实现管好用好政府财政资金,顺利完成政府投资项目建设的目的。It is very common that the project completion settlement investment exceeds the approved design estimate control investment in the construction process of government investment projects.The difficulty of the government's fiscal investment plan is increased in the phenomenon.Insufficient funds in construction will inevitably affect the project progress and even quality.Failure to pay the project fund on time will also lead to adverse social impact of defaulting on migrant workers'wages.Therefore,it is necessary to make an in-depth study on the phenomenon.The following problems are concretely analyzed aiming at the current settlement exceeding the budget estimate:insufficient depth of the pre-construction work,inborn deficiency of the budget estimate investment caused by the static investment approved by the development and reform departments,insufficient understanding of the importance of controlling the investment in the design budget estimate by the project unit management personnel,imperfect investment management mechanism,etc.Some control measures are proposed,such as scientific and reasonable preparation,examination and approval of preliminary design budget estimate,strict approval of investment control bidding in accordance with the budget estimate,strengthening of contract management and design change.A scientific and effective way to control the design budget estimate investment is discovered through in-depth study,thereby eliminating the trouble brought by the settlement exceeding the budget estimate to the management of construction funds,striving to manage and make good use of government financial funds,and successfully completing the construction of government investment projects.
