农业资源优化配置视角下的农业多维规划研究

摘　　要：从农业资源优化配置的角度,系统阐述了农业多维规划的概念、特征体系等基本内涵,并提出农业规划的发展史就是农业规划由1.0向4.0升级发展的不断演进史,科学划定了农业规划1.0—4.0体系,并对其进行了系统阐述;同时从科学发展、市场导向、经济安全、科技兴农、融合性等方面系统阐述了农业多维规划的规划原则,并从搭建管理决策支持系统、多部门数据融合处理与认同、规划区实景影像数据库与基础空间数据库建设、基于农业资源优化配置的规划方案的多路径动态推演与方案择优等方面科学凝练了农业多维规划的难点与重点;最后以农业产业规划为例系统阐述了农业规划基本框架三大要素的主要内容,并科学描述了农业产业规划、农业示范区规划、农业园区规划、现代农业庄园规划等不同类型农业规划的主要内涵与特点。From the perspective of optimal allocation of agricultural resources,this paper systematically expounds the concept and characteristic system of agricultural multidimensional planning,puts forward that the development history of agricultural planning is the continuous evolution history of agricultural planning upgrading from 1.0 to 4.0,scientifically delimits the 1.0-4.0 system of agricultural planning and systematically expounds it;at the same time,from the aspects of scientific development,market orientation,economic security,promoting agriculture with science and technology,and integration,the planning principles of multidimensional agricultural planning are systematically elaborated.The difficulties and key points of agricultural multidimensional planning are summarized from the aspects of building management decision support system,multi-department data fusion processing and identification,construction of real image database and basic spatial database of planning area,multi-path dynamic deduction and scheme selection of planning scheme based on optimal allocation of agricultural resources.Finally,taking agricultural industry planning as an example,this paper systematically expounds the main contents of the three elements of the basic framework of agricultural planning,and scientifically describes the main connotation and characteristics of different types of agricultural planning,such as agricultural industry planning,agricultural demonstration area planning,agricultural park planning,and modern agricultural manor planning.
