浦东开发进程中的地方公共行政变革

摘　　要：浦东开发作为中国改革开放的试验田,在开发建设创造"浦东奇迹"的同时,也展示了地方公共行政变革的中国场景和中国智慧。浦东公共行政变革是内部举措和外部指向的有机互动。内部举措围绕"准、通、透",理顺职能、提高效能、再造机能;外部指向即通过公共行政有效输出,主动引导实践进程,使得区域有活力、有秩序、有品质。浦东未来公共行政变革的方向,应沿着科学、法治、民主的轨道向前推进,先行先试形塑现代善治。Pudong Development,as a test field for the reform and opening-up in China,while developing and constructing the"Pudong Miracle",has also demonstrated the Chinese scene and Chinese wisdom in local public administration reform.The public administration reform in Pudong is an organic interaction between internal measures and external directions.Internal measures focus on"precision,communication,and transparency",which straighten out functions,improve efficiency,and regenerate functions while external direction refers to the effective output through public administration in actively guiding the practice process,which makes the region dynamic,orderly,and qualified.The direction for future public administration reform in Pudong should advance along the tracks of science,rule of law,and democracy,and try to shape modern good governance first.
