摘　　要：卫生经济政策体系是体系各构成要素与体系内制度结构的总和,其中构成要素包括政策目标、政策主客体、政策内容、政策工具,制度结构即政策体系内的制度配置状态。当前,由于各政策主体复杂、价值共识不一致,政策数量众多、类型多样,卫生经济政策体系仍存在制度冲突、制度真空或政策执行不力等问题。为适应新时代卫生健康发展需要,必须在"以人民健康为中心"的核心理念下,研究我国卫生经济政策体系架构,并分析提出新时期卫生经济政策体系的总体目标、主要原则、基本思路和对策建议。The health economic policy system is composed of policy system elements and institutional structure within the system,the policy system elements include policy goal,policy subject and object,policy content and policy tools,and the institutional structure is the status of institutional configuration.At present,due to the complexity of various policy subjects and inconsistent value consensus,and a large number and various types of policies,there are still some problems in the health economic policy system,such as institutional conflict,institutional vacuum or poor policy implementation.In order to meet the needs of health development in the new era,under the core concept of"putting people’s health first",it study the framework of China’s health economic policy system,and puts forward the overall goals,main principles,basic ideas and countermeasures of the health economic policy system in the new era.
