摘　　要：世界食糖主产国大部分属于高度市场化国家,其保障食糖生产稳定和糖价平稳运行的政策措施值得我国学习借鉴。本文通过梳理全球主要产糖与消费国家的糖业法律法规及配套的支持政策,从建立统筹管理的糖业体制出发,具体至糖料生产配额、价格调控等方面,总结分析政策的共同性与差异性,以期为我国的糖业制度完善提供参考。Most of the world’s major sugar producing countries in the world belong to highly market-oriented countries.The policy measures to ensure the stability of sugar production and sugar price that are worth learning from in China.By combing the laws and regulations of sugar industry and supporting policies of major sugar producing and consuming countries,starting from the establishment of overall management of sugar industry system,specifically to sugar production,price control and other aspects.This paper summarizes and analyzes the commonality and difference of policies,in order to provide reference for the improvement of sugar industry system in China.
