摘　　要：近年来,上海在推进国有资产管理改革和国有企业改革方面做了大量工作,取得了较好成效。但对照“高质量发展”和加快经济发展方式转变的要求,以及新一轮“综合改革”系统集成性的工作要求,上海还需要多层次、多领域利用好各类存量资源,进一步释放上海国有资产管理体制改革的综合功能效应,打好新一轮综合改革“组合拳”,以更好地发挥改革开放“先行者”、高质量创新发展“排头兵”作用。In recent years,Shanghai has done a lot of work in promoting the reform of state-owned assets management and state-owned enterprises,and achieved good results.However,compared with the requirements of“high-quality development”and accelerating the transformation of economic development mode,and in connection with the work requirements of the new round of“comprehensive reform”,Shanghai needs to make good use of all kinds of stock resources at multiple levels and in various fields,further release the comprehensive functional effect of Shanghai’s state-owned assets management system reform,and form a new round of comprehensive reform“combination boxing”,so as to better play the role of“pioneer”of reform and opening up and vanguard”of high-quality innovation and development.
