摘　　要：上海应立足港口优势、产业优势和政策优势,加快推进邮轮经济全产业链发展,进一步增强邮轮产业辐射带动能力,对标全球邮轮经济发展最高标准、最好水平,打造“四个高地”:推动邮轮发展制度创新,成为全国旅游业深化改革的新高地;推动国际合作平台建设,打造区域对外开放新高地;推动邮轮港口联动发展,成为沿江沿海发展新高地;推动邮轮经济全产业链发展,成为上海高质量发展的新高地。Shanghai should base itself on the advantages of port,industry and policy,accelerate the development of the whole industrial chain of cruise economy,further enhance the radiation driving ability of cruise industry,and build“four highlands”against the highest standard and best level of global cruise economy development,promote the innovation of cruise development system,and become a new highland for deepening the reform of national tourism;Promote an international cooperation platform and create a new highland for regional opening up;Promote the coordinated development of cruise ports and become a new highland for coastal development along the Yangtze River;Promote the development of the whole industrial chain of cruise economy and become a new highland for Shanghai’s high-quality development.
